Introduction:

More than two million people were displaced by the fighting between government forces and Taliban militants in northwestern Pakistan. These peoples stayed in the safer district of NWFP in camps, government buildings, host communities and rented houses. The government meanwhile succeeded to establish the writ of the government and by the end of July the IDPs started repatriating to their home districts.

 

 These people faced score of issues while living as internally displaced people. With the help of Government of Pakistan, foreign assistance and the people of Pakistan most of their issues were substantially addressed.

 

When they returned to their homes, they found plenty of problems waiting for them. The difficulties are altogether of different nature than they experienced previously as IDPs. These real issues need concrete solutions and obviously assistance from local and international partners. These include:

 

1. Enhanced peace and security
2. Rehabilitation of livelihoods and infrastructure
3. Rehab of education and health sector
4. Empowerment of under privileged communities especially women & children
5. Community mobilization to achieve empowered sustainable development 

 

Objectives of the modified EWCP Project:

The main goals of the existing project to be extended to Malakand Division remain the same; however, due to the shift of focus, the following objectives will be added:

  • To provide assessment on the work of service providers and report to donors, hence enabling them to reduce duplication of services
  • Collection of data to identify the demand of the people in basic needs, these would include food, access to water, shelter, education, health, social infrastructure, roads, livestock, agriculture and employment
  • To quantify the priority of needs through field monitors and SOS Helpline, i.e., identify the collective real need in union councils and also conducting statistical exercises to find the collective needs of the area.
  • To work in a manner that solves problems yet does not raise too many expectations.
  • To provide recommendations and suggestions to donors on recommended priorities after identifying and quantifying the needs of conflict affected areas
  • To provide special reports based on field research to recommend the right approach and the type of assistance demanded.
  • To use IT technology and SMS Frontline to reduce the level of grievance of the population so that they and the government are closely knit
  • To undertake advocacy through the use of media for shaping demands/perspectives.

Deliverables

1. To provide a need based assessment of priorities in union councils of Swat, Upper & Lower Dir, Buner and Malakand
2. Implementing communication packages through IT technology for consultation with communities and reducing their grievances
3. Undertaking perceptions surveys and FGDs to improve performance of EWCP and other partners
4. Developing radio content and documentaries to shape change and increase awareness
5. Coordinating with other stakeholders
6. Building institutional capacity through training, workshops & seminars
 

Methodology:

1. EWCP will carry out a rapid threat assessment to recommend an approach for the project.  
2. EWCP activities shall be implemented in the previously conflict hit areas with adjustments for geographical, cultural and social differences.
3. EWCP will be using field monitors and IT technologies as well as electronic media to link with communities to identify their basic humanitarian needs.
4. The project management unit (PMU) will be created at the field level to deliver the project outputs. The project headquarter will remain in Peshawar for purposes of coordination and management.
5. EWCP will work in close conjunction with available communication technologies including radio FM stations to spread awareness and will develop radio content in support of the project goals.
6. The senior staff will remain in close touch with the field staff through inspection visits and other monitoring mechanisms. Other partners will be encouraged to join the effort to increase the coverage of the approach.
7. EWCP shall work in close coordination with the administrative set up and local government of the area.
 

Field staff shall be hired from the respective areas who will collect comprehensive and precise data from conflict hit areas keeping in view the real problems faced by the conflict affectees collectively. SOS helpline shall be established in both PMU offices to make it easy for conflict effectees to feed into the project data base and seek solutions/offer advice.
